The North County Subregional Planning Committee (NCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

1.	CALL TO ORDER AND ROLL CALL

2.	PUBLIC COMMENT
	The public may address the Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.

3.	ELECTION OF OFFICERS
	Appoint a committee Chair and Vice-Chair.

4.	CLEAN AIR EXPRESS REPORT
	Receive status report on Clean Air Express and recommend actions to address operating budget shortfall in FY 2004-05 and FY 2005-06.

5.	SBMTD VALLEY EXPRESS REPORT
	Receive report from SBMTD on planned implementation of Santa Ynez Valley Express service including proposed performance measures for 3-year pilot program.

6.	NORTH COUNTY TRANSIT PLAN
	Review proposal to prepare a comprehensive plan for North County transit services.

7.	STATE HIGHWAYS AS MAIN STREETS
	Discuss opportunites to improve coordination between Caltrans and local agencies in addressing transportation and community concerns along state highways that bisect communities.

8.	OTHER
	Discuss other subregional committee issues including:
	Appointment of SBCAG board members to the committee representing areas outside the North County subregion.
	Schedule and topics for next committee meeting.
	Other committee issues.
