The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

5.	APPROVAL OF MINUTES
	Approve minutes from October 19, 2006 Board of Directors meeting.

6.	APPROVAL OF CONSENT CALENDAR (5 minutes)
	Approve by roll call vote on one motion:

	A.	SBCAG MEDICAL INSURANCE CONTRIBUTION
		Adopt a resolution establishing the SBCAG employer's medical insurance contribution of $410.00 per month, effective with the January 1, 2007 premium under the Public Employees' Medical and Hospital Care Act.

	B.	EMPLOYMENT CONTRACT
		Authorize the Chair to execute a revised employment agreement with the Executive Director extending the term of the agreement to June 20, 2009.

	C.	FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
		Adopt a resolution amending the 2007 Federal Transportation Improvement Program (FTIP) to re-program STIP-TE funding for the Loma Alta Hill Sidewalk Project and divide the North San Jose Creek Bike Path project into two segments sponsored by the County of Santa Barbara and City of Goleta.

7.	PUBLIC COMMENT
	The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

ACTION ITEMS

8.	ELECTION RESULTS (20 minutes)
	Receive report on election results for Measure D 2006 and State Propositions 1A and 1B and provide direction to staff.

9.	2007 FEDERAL APPROPRIATIONS EARMARKS (15 minutes)
	Discuss 2007 federal appropriations earmark projects and direct staff to return in December with completed project applications.

10.	101/ORTEGA HILL AUXILIARY LANE PROJECT (20 minutes)
	Receive a report on the progress of the Measure D funded 101/Ortega Hill Auxiliary Lane project. See Presentation.

11.	ALTERNATIVE FUELS (30 minutes)
	Receive presentation from MTD on current and emerging alternative fuels for public transit. See Presentation.
