The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5.	APPROVAL OF MINUTES
	Approve minutes from June 21, 2007 Board of Directors meeting.

6.	APPROVAL OF CONSENT CALENDAR (5 minutes)
	Approve by roll call vote on one motion:

	A.	2007 FTIP AMENDMENT NO. 11
		Adopt FTIP Amendment No. 11 to incorporate new funding from the federal Safe Routes to School program for the Jake Boysel Multi-Purpose Class 1 Pathway and Highway Safety Improvement Program funding for projects in Lompoc and Buellton.

	B.	INTELLIGENT TRANSPORTATION SYSTEM AND PROGRAM MANAGEMENT SERVICES
		Authorize the chair to approve an amendment to extend the contract with Com3 Consuling for Intelligent Transportation and Program Management Assistance services to June 30, 2008 and increase the contract not-to-exceed amount to $19,940.

	C.	MEASURE D EXPENDITURE PLAN AMENDMENT
		Approve an amendment to the Measure D expenditure plan to allocate $750,000 in Regional Program funds to the Clean Air Express for FY 07/08 and 08/09 (requires 2/3 majority vote).

	D.	CLEAN AIR EXPRESS OPERATOR CONTRACT EXTENSION
		Authorize the chair to approve a contract extension with Santa Barbara Airbus to January 19, 2008 for operation of the Clean Air Express commuter bus service.

7.	PUBLIC COMMENT
	The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda. Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

8.	MEASURE D PROGRAM OF PROJECTS (5 minutes)
	Adopt a resolution amending the program of projects to add projects in the city of Guadalupe and provide additional project detail for County of Santa Barbara projects.

ACTION ITEMS

9.	GRAND JURY REPORT ON AFFORDABLE HOUSING (15 minutes)
	Approve response to findings and recommendations in FY 2006-07 Santa Barbara County Grand Report "Affordable Housing in Santa Barbara County ---Myth or Reality?"

10.	TEAM BIKE CHALLENGE (10 minutes)
	Receive summary on the results of the 2007 Team Bike Challenge.
