The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara. The time shown on the agenda for the duration of agenda items are estimates. The SBCAG board may consider items out of sequence at the discretion of the Chair.

4.	APPROVAL OF CONSENT CALENDAR (5 minutes)

	A.	REGIONAL BLUEPRINT PLANNING PILOT STUDY
		Authorize the executive director to sign a Memorandum of Understanding with the San Luis Obispo Council of Governments for the Regional Blueprint Planning Pilot Study.

	B.	FLEXWORK SANTA BARBARA CONTRACT AMENDMENT
		Authorize amendment to existing contract with Telecommuting Advantage Group, Inc., extending the term to August 31, 2009 and increasing the contract budget by $30,000 as part of the Hwy 101 Milpas to Hot Springs Curb Your Commute traffic mitigation program.

	C.	FEDERAL TRANSIT ADMINISTRATION FUNDING
		Receive an update on the call for projects for the FTA 5310, 5316 and 5317 programs.

7.	PUBLIC COMMENT
	The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda. Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

8.	2009 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM 10:00 AM Time Certain (10 minutes)
	Approve 2009 Federal Transportation Improvement Program for submittal to Caltrans, the Federal Highway Administration and the Federal Transit Administration.

ACTION ITEMS

9.	REGIONAL TRANSPORTATION PLAN (RTP) (30 minutes)
	Receive report on Draft 2008 RTP and accompanying Draft Environmental Impact Report and authorize release for public comment.

INFORMATION ITEMS

10.	SOUTH COAST HIGHWAY 101 WIDENING: PHASE 2 (15 minutes)
	Receive a status report from Caltrans District 7 (Los Angeles) on the widening of Highway 101 from Mussel Shoals Ventura County to Carpinteria.

11.	HIGHWAY IMPROVEMENT PROJECTS (15 minutes)
	Receive status report on highway improvement projects under development including Route 246 passing lanes, 101/Union Valley Parkway interchange and 101/Santa Maria River Bridge.
